Belts

I run a 109 with a 44a deck. From research I have done it seems like it should take the following belts.

Spindle: 957-3004. 1/2 x 77.1.

PTO: IH-59971-C1. 3/8 x 78.

Does anyone know if that is inside or outside circumference??
