125 throttle bouncing.
 
I am still battling with my throttle since I rebuilt my carb. I reset the governor. Set the screws on the carb. My issue seems to be when the throttle is towards idle. At this point there is no tension from the governor spring on the throttle linkage. As a result, the throttle bounces. It almost seems that there should be a spring pulling in the other direction to put some tension in the opposite direction. I noticed a hole that is not being used on the carb throttle arm. Is the governor spring always supposed to be under tension? If that is the case, my spring is way too long.

when you throttle down to idle the screw idle speed screw should hit the stop on the top of the carb. the governor should hold it there regardless of the lower springs tension
