when you install the set screws. Do they bottom out on the collar. Because when i install bearing on shaft and slide it on it goes inside the collar about 1/8 inch, and then push pto on it and tight the 3 set secrews with the points they are bottoming out right at the edges of the bearing and collar and it just moves the pto out a little and its loose. When just checking it off shaft the bearing goes in the pto and bottoms out on the snap ring. Is the bearing flush with the inside of the pto plate.

so does set secrew bottom out on bearing or collar.

I think what you are wanting to know is: The point on the set screw is just past the back edge of the bearing. As the set screws are tightened it literally pulls the pto onto the bearing. The front of the bearing bottoms out on the back of the snap ring inside the pulley.
