Govenor gear

I'm having some bad luck with this new to me cub. I heard some slight "clinking" coming from the crankcase and drained the oil to find bits of white plastic in it. When I bought it a couple months ago it had fresh oil in it and it would surge a little at high rpm so i have been keeping it lower. When I was cleaning the carb i noticed alot of play in the throttle shaft and assumed air was leaking in causing it to surge. But now i'm sure the governor gear blew up. Am I shoveling for the rest of the winter or is there a quick fix. The service manual I found shows the governor as one of those first in last out pieces. If i'm tearing down the whole engine, what else should i do?
