Decompression valve
 
Hello,
A quick question. Does a 1650 have a decompression valve? I am currently trouble shooting a starting issue and did a compression test and got barely a reading on my gauge. I inherted it from my dad when he passed so I Im trying to get her going. I know for a fact its been sitting outside for at least 15 years, so let the fun begin

Yes it has a ACR to make it easier to start.
Automatic
Compression
Release.

all of the k series singles have a compression release,all it is is a lever on the cam that at cranking speed opens the exhaust valve slightly and once it's running the counter weight lets it retract so it has full compression,the correct way to check compression is to spin the engine backwards with a rope.but even spinning with the starter you should have around 70 lbs or so compression.if you don't you could have a stuck valve,stuck rings or a blown head gasket..you'll probably need to pull the head to take a look at the cylinder/valves and such
