kt17 carb setting problems

I just cleaned my carb on the 782 and set everything to the starting settings off this site. It won't start at them. I had to turn them another one to one quarter turns then it started but it seems to be running way to rich now. Any ideas on what's up. Could points setting be doing this?

Where are the needles set? 2 1/8 on the main and 1 3/4 on the idle should get you started.

I had to back them out about 2.5 on both to get it going. And I can play with it get it running good but once I shut it off let it cool a bit and restart it its running like junk again. I've.taken this carb apart and cleaned it three different times now thinking I missed something but it all seems fine. even let it soak this last time and really no change almost no play in the throttle shaft. It's got me stumped I've never had these sort of problems when redoing a carb before

As per page 19 of the Service Manual..

That's the manual I used. Is there anyway to identify the carb as being Tue.correct one for the engine? There is no number in the choke throught like on my older k series carbs. I'm thinking it might be the wrong carb or something. I compaired the high idle jet with one out of a o241 carb and the it17 needle had much smalller holes in it. So I don't really know what's going on here
