LT1018 hard to turn

I ended up swapping out the head and was able to start it a number of time and even cut the grass but I am now having a hard time turning the motor.
It has been this way even before the head swap. The starter will spin the motor till it gets to the compression stroke and then the spinning stops. Moves an inch at a time and after 10secs will get past the stroke and start to spin again until it hits compression again

I was able to use a wrench on the crank bolt to help it get past the compression and even started it this way one time but its kind of hard to do 1 handed.

It has a new head, head gasket, 300cca batt, even have that hooked up to a 6amp charger with same results.

Recheck the exaust valve it may need readjusted. THat works the compression release.
