1650 auto release valves

Should the tractor be able to be pushed relatively easily with the auto release valves?
I bought this tractor for parts and used what I needed. Now I'm thinking about getting it going also since it needed little. The other 1650 has the manual release valves. I'm wondering if this rear could be good yet.

All the cubs I have had with auto release valves would push around pretty easy.
