1A Tiller wobble

Hi
Picked up a well used 1A tiller today. The tine shaft has a lot of wobble in it. Is this a common problem? If so can it be remedied or did I buy a used boat anchor?
Any help appreciated.

I've had them where the bearing caps are loose, you can start there, if not it could be a total tear down, which aint so bad if you can get the tines off.
