1440 charging, 14hp V-Twin

I replaced stator and volatge regulator. The stator output was 19vac, regulator no output. New stator is 25.7vac, the regulator is 9.9vdc. What am I missing?

First, welcome to OCC.............. :Welcome2:

The FIRST thing I would check is the V/R grounding. There has to be Zero Ohms between the V/R case and the negative battery terminal.
