kinda looks like a homemade steering arm made of a set collar and some bar stock "welded" to it.
Did you remove the set screw?
If what I see is a set screw.

Torch
Cut off grinder
Sawzall

Cutting torch would be best.

Remove that allen head screw. Should slide off.

Hopefully he didn't weld the steering arm to the spindle. If he welded something up and then put it on the spindle, it should slide right off. I can't see anyone being dumb enough to weld it to the spindle. However, from the looks of that weld, he didn't know what he was doing anyway.

Yes we removed the set screw and nothing happened. The thought of cutting it off did come to mind but I was hoping I wouldn't have to.

It looks like he probably welded through the hole on the top inside to the shaft.

Well I guess it's true, stupid is as stupid does.

I guess that jackass welded it on.

If it were me, I'd get a cut off wheel on it and try to cut the bar stock off of the coupling. Then you might be able to see if he really welded that coupling to the spindle, and if so, if it's possible to cut the coupling from teh spindle, depending on how bad he cobbled it up.
