RZT-S 42 PTO Noise

I have a RZT-S 42 with a SV-715 motor. I got it used in non-running condition and have been going through the whole machine piece by piece fixing what was wrong with it.

I put the deck on it for the first time today. I noticed that the PTO pulley turns rather hard and makes a metal on metal scraping noise when I try to turn it by hand. Thoughts?

I did engage the PTO briefly and had quite a bit of vibration. Not sure how much vibration can be expected. It did smooth out some with the throttle opened up. I'm thinking maybe the idler pulley may need some more tension for that issue.

Thank you in advance for any help.

The PTO has a brake on it. If you turn it by hand and it turns hard and makes a metal scraping noise, this means the brake is working. It means it is doing it's job, and that is normal.

Any large deck will vibrate at low idle. If it smooths out under high RPM, I wouldn't worry too much about it.
