Question about a 582 Special
 
I have a international harvester 582 special and the rivets for the governor link on the carburetor are loose. Is it possible for the link to be removed and replaced? or will I have to get a new Carburetor for it?

Its a 16 hp Briggs & Stratton engine.

Please correct me about the linkage name if im wrong because on a diagram that looks like the exact carburetor my 582 has it as the governor linkage but on another place i looked it said its a carburetor linkage so sorry if this confuses people.

This is the way I got it. I have no idea what the previous owner did to it.

The rivet is really loose causing the bar to not do it's job. for some reason when the tractor ran when I went up a hill the engine stalled out. Oh, I don't mean to bring up another question too, but i was wondering what does it mean when you put the tractor in gear and let off of the clutch the belt slips off of the tensioner?
To be honest though, I don't really know a lot about tractors that's why I'm really trying my best to explain what I think is wrong, Sorry.

If the linkage piece isn't binding and doesn't fall out...there's nothing wrong. It has to be somewhat 'loose' or it would bind up.

As far as your other problem, sounds like you might need a new drive belt.

Ok Thanks and I have tried replacing the drive belt but it still slips off.

Belt guides in the right place? Is the bearing still ok on the tensioner pulley? Is the tensioner arm really sloppy on its pivot? Do all of the pulleys line up?

Well i figured out that the rivet is rubber and me and my uncle are trying to put something there to tighten the action. the rivet was making the carburetor link was so loose that the engine wouldn't start. the Tensioner we are going to check later in the week.

That doesn't make any sense at all. If the engine wouldn't start, that is some other problem.

Ok me and my uncle took the back panel off and took a look at the tensioner. The arm is sloppy and the two pulley is lined up but the tensioner pullly is not lined up with the other two pulely's. The bearing is fine though.
