I don't know if I can help here but thought I had to try. I have the engine service manual for the original. Page 19 shows the governor mechanism. There are 7 parts listed
A. Drive Pin
B. Governor Spring
C. Bushing Nut
D. Speed control Disk
E. Throttle Bracket
F. Governor Shaft
G. Governor Arm
Now I will try to explain each and where they are.
The Drive Pin is located in the last hole (counterclockwise) of the speed control disk.
The Governor Spring is located at the notch in the speed control disk.
The bushing nut is located inside the L shaped Governor arm but outside of the speed control disk.
The speed control disk is the round disk with the holes
The throttle bracket is the straight arm with the hole in the end and is where the throttle cable is connected by way of a cable clamp.
The governor shaft is the pin that all this is attached to.
The governor arm is the L shaped arm.
When you look at the whole mechanism the previous part explanation should be more clear.
