That linkage doesn't look right. What model tractor is this?

There should be something taking up the size difference in the hole on the governor arm and the linkage and the same at the carb.......

It's a 1987 2072, the engine is a Linamar, the carb is a Nikki

I'm not sure what happened but the linkage is working right now. I checked the intake & it is not leaking. I still have the problem of having to run the choke almost closed for it to run right. The carb has no adjustments on it other than idle speed.
