From what you said you've tried and had no results, I would try a new condenser.

Based on additional info I second the condenser suggestion

A different angle, unless I misread the above posts, could be weak/broken valve spring or carbon clogged exhaust valve. Engines with valve float/burnt exhaust valve won't rev too. My two cents.
