radiator cap hold pressure?
correct psi cap on it?
was it a new radiator or just a cleaned up unit?
have you checked for combustion in the cooling system?
have you done a bubble test to the cooling system?
are there any other coolers in front of the radiator or in the radiator that could be causing heat to raise the coolant temp?

the head was check for cracks and it got a new head gasket

You mentioned earlier about the block being plugged. Anybody ever had trouble with this engine leaking water and pour a lot of stop leak/block seal into it? We went into a Ferguson once that had had a bunch of that stuff dumped in it, what a mess. I also dumped a bunch in a combine trying to stop a leaking sleeve o-ring. Both engines eventually had to come apart and be reaired correctly---cleaning out the inside was no fun! I may have missed it but is the radiator new or has the old one been sent to a radiator shop to have it rodded out?

i wasn't around when they popped the freeze plugs out so i didn't get to see the inside, i was told it didn't look bad but you really cant see everything through 2 holes. the rad was brand new.

Check your temps in multiple places tomorrow and report back. I think I agree with Don, check for CO in the coolant. I know the head has been checked but maybe you have a bad gasket. Will it get hot idling, or do you have to put a load on it? Does a fast idle make it heat up quicker? Just thinking.

I was also wondering if at some point someone dumped a bunch of "block seal" (or whatever) into it trying to fix leak at some point.

I too have seen a build-up around the sensor preventing coolant from contacting it.

Does the owner give you any idea of how long this has been going on? Maybe since the engine was rebuilt, or maybe even before?

I would also think about the water pump impeller being for the opposite direction.

I'll have to go back and read the thread again, I don't remember if coolant circulation was verified.

I've used Redline water wetter in my race cars and it helped 10-20 degrees.
