782D
Seller said it was running fine and then just died and wouldn't restart.
He said to make him an offer.
No rear lift

what's a fair price?

You should assume engine is a boat anchor. Since it doesn't run, you cannot assess if any issues with rear end, wiring, gauges, lift either. Price it for what it is, an unknown condition 782 roller, rather than what you hope it is, an easily fixable 782D with no issues. So $150? Anything more is a gamble, which may or may not pay off.

If owner wants more they can put the time and money into getting the engine moving.

Not running, I say $500 tops. The fuel tank, radiator and hood are worth $100 each if they are in good condition. The dash pod, engine cradle and throttle assembly are also NLA and will bring some good money too. Got any pics yet?

he told me that it doesn't have a rear lift and that it's missing the headlight bulbs.
I put an offer in and will report back if I'm able to get it.

I'm with Todd. In my area, nonrunning, it would be anywhere from $500-$1000, complete not all beat up with good sheet metal, rubber, mower deck, etc. Could be something as simple as a plugged filter or screen in the tank to something more severe. If the seller is being honest. Good luck and keep us posted.

The seller just emailed me and told me that he sold it to someone last night. No big deal.
He had answered my wanted ad on Craigslist, so I thought I had time to ask some questions and try to learn more about it. When he started ignoring me, I should have known something was up.

Oh well, I didn't feel like taking on a diesel right now anyway.
I asked him what he got for it and will share that if he tells me.
