I am not a welder by ANY stretch of the imagination ( or is it hallucination?? ) so I won't criticize that much, other than to say it was a poor job.
You are right...some people should not be allowed near tools. My late dad worked for IH for 31 years, so oldest brother & I have pretty good mechanical/technical skills. Our middle brother, however, is not. Place him and a tool box in the same room and what you have is a train wreck in progress. He is a great photographer, while I can break those one-use 35MM film cameras before I take the second shot. I do like the template you made to get things back together properly. I got the reinforcement plate made and welded onto the idler plate today. 1/4" thick X 4" steel bent to fit with four 1/2" bolt holes. Something more important will break before this.

I'll weld the underside when I pull the mount off to sand blast it. The deck shell has a couple small cracks that also need a little touch up and some reinforcements.

Nice weather today so I got the wheels all cleaned up and the casters checked. At least the PO had a grease gun and used it. Also built up some of the worn areas on the lift linkage with the welder. Not much more I can do until I turn the water back on at the shop, then it will be sand blast, paint and reassemble time. Didn't bother with pics today.
