Default Cub Cadet Original Deck Issue

Good morning! I am having an issue with my Cub Cadet "Original" mower deck. When I purchased the tractor, whenever I started it up the blades would be spinning (not good!) even when the deck was disengaged. I did some investigating and eventually found that both of the drive pulley bearings (not the spindle pulleys) were shot so I replaced them. I also found the previous owner didn't use the right length belt on the spindle drive (was 2" too short, which caused the engage/disengage plate to not have much travel - maybe 1/2"?). I replaced it with the proper length belt and adjusted the clutch rod length to make it shorter. I now have a good 1-1.5" travel length, which is what I want. Before I put this thing back on the tractor, does this look right?

It still seems to want to drive the spindles. The spindles stop moving only because I have a block of wood under the deck and they hit it.

try it with the left belt cover on ,the shield under the cover should help, the belt being brand new would grip on the pulley more also

My deck didn't come with a cover for either spindle - part #10 and #32:

What does the shield under the cover look like? All I can see is the top of the cover. If it's just bent metal, I can easily fabricate that. Can someone post the dimensions?
