I don't think it is oil soaked, because there was dirt like that everywhere. It was all around the motor, the transmission, under the footrests, and on the mower deck. I think it is from wherever this was sitting. There was also a large amount of pine needles under the fenders and other places.

Listen to what these people are trying to tell you, you have an oil leak somewhere. That is oil soaked dirt. We all have Cub Cadets and have been through the same things. They are just trying to help you and give good advice.

Is there any way to check if it is leaking without it running?

No, not unless the leak is dripping when it sits not running.
Better to clean it off first, as suggested. Makes it a lot easier to find a leak.

If it was dripping when it is not running there would be a puddle under it, right? I will have to wait until I get it together to run it.

I'll just say, most likely, yes.



If this thing has been sitting that long, better change the oil and filter on the hydro. If you haven't, I suggest changing the engine oil too, before getting it running.

The 149 originally had manual hydro release valves. They are on top of the hydro pump and have little buttons that can leak. Most likely, yours has the original valves and they always leak/weep when the tractor is running. Once the transmission/hydro pump area is clean and dry, install the tunnel cover and run the machine for about a 30-45 mins to get hot. Remove cover and inspect the hydro transmission. You will probably see some oil. Check area around hydro and transaxle case.

I plan on changing all of that. I don't know if the previous owner ever did any of that. I don't think he did much other than add oil and use it. It runs and I have used it a few times and there never was a puddle under it. Hopefully I will get to run it and check it soon.
