149 Sediment Bowl?
Does a 149 use a fuel sediment bowl like a narrow frame?

No, it uses a non sediment bowl.

That is a cylindrical fine mesh screen on the end of that petcock fitting. It protrudes up into the tank and acts as the filter.

So is any fuel filter necessary other than that screen? I have a non cub with a K321 in it with gas tank on top, I put a filter on it because I thought it couldn’t hurt. I’ve found that it seems to “run out of gas” with gas still in the tank. If I keep it above about 1/4 tank it does fine. I was thinking maybe the filter is too restrictive.

I'm thinking you are thinking right.
There are filters that are for gravity flow systems, mostly they are just a screen. The other type are more restrictive paper types and are for systems that have fuel pumps. When you remove the fitting @ the carburetor, it should piddle out quite well, not a weak dribble.

I ran a 108 with only the petcock filter screen in the tank for over 30 years. In that time, I had the screen clog up one time, early in my ownership of the tractor, but once I removed and cleaned it, it never clogged again, nor did I ever have any dirty fuel issues.
I've also used pleated paper in line fuel filters on these tractors with no issues. Fuel feeds fine through them via gravity. I don't usually let the tanks get below 1/4 full, so maybe if I did it would make a difference. But to answer your question, the petcock screen filter is all you need.

I agree, I've run these for 40 + years and never had a fuel issue with the screen in the tank getting clogged, but I am a little anal about keeping my fuel cans clean and not getting dirt in when I'm gassing up !
