That would be the correct Pulleys. Since it appears you have the correct Belt and Pulleys, then something else has to be amiss.

Can you snap some pictures of where and how this belt is mounted, and post them here?

Yes, I do have a Manual. I have referred to it, and I have been installing this blower on this machine for the last 15 years. But its good to recheck.

Roland: At this time, I am unable to get pictures do to a problem with my phone. The belt installation is pretty straight forward-goes around the Electric PTO makes a quarter turn then goes around the two pulleys we have been discussing, another quarter turn and then around the large pulley to the rear of the blower. Then the tensioner is loaded against the flat side of the belt.
Last night I rechecked all the frame work both on the blower and the tractor, if any thing bent it would make the distance between the pulleys shorter.
I measured the diameter of the two pulleys on the tractor the best I can, and they exactly 5". Do you know the diameter of the electric PTO pulley?
I am leaning toward the idea that the belts are short (the 4 I tried), even though the part number are correct seems far fetched! (S)tuff happens.
Is there a good way to measure the belt.

Has that changed ??

As previously mentioned, the belt is 78.6" long, according to Cub Cadet.
The Idler Pulleys are 5.06" in Diameter.

You can get a 954-0473 belt, it is a B section belt x 79.4 long maybe that will help.

the electric PTO had been changed, i am thinking about 5-6 years ago, and can't find a record if i did it or the CC dealer.
i did not mention before, that i also use this tractor for mowing and have no trouble installing the mower PTO belt which uses the same pullies and electric cluch.

As suggested Going with little longer belt may be the answer if i can not find a problem and as i mentioned before my CC dealer could not either.

The PTO clutch for the GT2186-44 is 717-3403-----> 917-04180. It has a 6" Diameter Pulley.

Darkminion: Thanks for the belt suggestion i will try that belt the .8" extra is about all i will need.

Roland: i did find a note in my phone that i ordered Electric clutch CC-917-04180. I have to assume the CC was to indicate it was a Cub Cadet part #

does anyone have a goog suggestion for measuring the belts i have, other than what i did.
i marked the belt transfered the mark to my work bench, rolled the belt till i came back to the mark on the belt, transfered that to the bench then measured between both marks on the bench
