Here's a pic of the goodness in the blower housing, looks yummy. I pulled the oil fill plug and the governor is still in it's proper location and the wiring harness appears to be in pretty decent shape. I believe it's a series 1 engine since the air cleaner doesn't say series 2, how can I tell for sure? I can't seem to find the i.d tag on it. Did these engines have the same governor issues as the mag's? If so I'd like to pin it before I even try firing it.

Don't worry about the gov, worry if it has a hole in the block.
Snap a pix of the area where the dipstick goes into the block.
there is a bossed area that is used on later engines for oil pressure switches.
If it is a threaded hole with an allen headed plug it is series 2.
But if it has a small driven in cup plug about 5/16 dia. it is a series one.
A cup plug looks like a miniature freeze plug on a vehicle engine if you don't know.
I'll try to find a pix I've posted on here a time or two. if you have a problem
figgring it out.

That is a special "waterbury" model, set it in the sun for several years and the numbers will magically appear
Then to go out tech section FAQ's and you will see how it is read rather than me trying to tell you as I type slow.

I checked the tech section and didn't see it but I looked again and there it was. So now that I know how to read it it shows 590hrs but I will assume it's rolled over a time or two so is probably more like 1190hrs, this is all assuming it works which I have no idea if it does.

I couldn't take it anymore so i drug this POS inside today to tear into it an get a better idea of its condition, the first thing i did was remove the spark plugs to have a look inside and surprisingly both pistons are still attached to the crankshaft. Once i got the engine out i pulled all the tins and gave the engine and the frame a bath, it wasn't overly oily but it appears to have been a mouse hotel for a long time. Once all the debris was cleaned up and the engine would actually spin it feels like its got some really good compression, i pulled the heads and the bore looks nice with no scoring and no ridge at the top. I'm going to get some new head gaskets on Monday and hopefully have time next week to get this thing back together and see what it will do. It would be great to use this to plow for the winter so i'm crossing my fingers that it all turns out ok.

Here's some pics of it cleaned and the bore, the PTO clutch almost looks brand new. It's a series 1 btw.

A little bit of emory cloth and some pb blaster and the spool valve is moving freely.
