RZTS 48" deck Leveling issues

I have read the manual on how to level a deck. The right side cannot be adjusted and the left side can be. I have raised the left side as much as I can using the adjuster, which is loosening a nut and turning a hex nut, but it is still way too low. Is there anywhere else to adjust. Has something come loose? I cant see anywhere where there was once a nut and bolt.

No matter where I look, the only advice to level the deck is to use the adjuster, and that doesn't help.
