I finally found a hydraulic repair shop that said they could fix the cylinder but when I took it in they told me it wasn't worth fixing. The guy said it would cost $100.00 just to take the cylinder apart! Sooo, I think I'm going to try and take this apart and fix it myself. I worked out a deal with the seller (got a good bit of money back and kept the parts) so it won't be any more of a loss if something would go wrong.

Just a suggestion:
Did you try the cyl with hyd pressure?
I've seen them leak/bleed at rest, but not leak under pressure (but they are going bad soon)
If the seal is held in the gland end with a snap ring/circlip etc.
You can cut off the rod clevis/end and replace the seal.
Then reweld the end OR thread the rod and replace the end with a heim or Hemi joint.
OR you can cut the cylinder @ the welded end/gland, remove the piston assy. to facilitate removing the rod from the seal, then replace seal/reassemble & reweld the gland, which is a more extensive repair

Guy's, you can get these cylinders off ebay for under $15 all day long. Dealing with the welded end is just not worth it for that price.

Yes, I tried the cylinder under pressure and it leaks bad. There's no retaining clip, so i'm going to try grinding the weld and take it apart that way.

Are you referring to the lift cylinders from 1x9 series and quietlines? If so, they are not the same cylinder. The mounting holes are the same diameter but the lift cylinders have a shorter stroke (roughly 4.5") than the power angle cylinders (7.5"). Besides, the power angle cylinder has a larger diameter rod to take take the jolts of hitting sidewalk edges, ice, etc.

What size cylinder is needed? Do you have a part# so I can search this on ebay?

Are you sure about that? These cylinders can supply pressure in both the extend and return positions. I looked for years and nobody could get me anything close to the correct cylinder. I ended up buying a used kit as well, and mine leaks in the same spot, it's so small I don't worry about it.

In the end, I don't think anyone will find an angle kit that doesn't have a leaking cylinder.
