Default Haban 402D

Does anyone know what is going on with the additional lever on this Haban? I assume it is for a lift but the round tube handle should be for raising and lowering the bar correct? Can't tell if this is an option or a PO mod.

I called him about that but got no answer.
they only have one handle possible po mod.

Thanks Lew, he said he bought it from the original owner I was pretty sure that was an add on. He asked me if I was the guy who called earlier...must of been you
