Wow what a hokey spindle assembly.
Well, just the manner in which the pulley is expected to do the job via the teeth stamped into the sheet metal "hub". For sure the pulley needs to fit very good or tight over the shaft teeth. Then be squeezed between nut and the spacer below it. If the assembly is not assembled correctly. If the pulley gets even a bit loose, it is chewed out and toast before you can save it.

"Impact wrench wouldn't take it off" does not tell me anything.

I used to have the "go to" impact at work, when nobody else's would work everyone used to come get mine...

another impact wrench story... Back when I worked 2 jobs, I had a my big box at my main job and a small box with "the basics" at the 2nd job.
At that time I had 2 identical impact wrenches. I had to send the one from the 2nd job in for some reason so I brought my other one into that job.
I had to swap fittings as the 2 shops had different fittings.
I went to work on my 1st car of the night and my impact gun just kind of laughed at whatever I was trying to take apart, this made no sense to me as I had just done some much heavier work with the same impact that same day at the other job... the difference was the fittings..... at the day job we had some "high flow" fittings, at the 2nd job we just had the plain old regular common ones that most have. I could almost stick the end of the fittings the 2nd job used, inside the fittings my day job had.... both ran close to the same PSI as each other.

the choice of impact gun can make a world of difference... as can a few drops of oil in the air fitting now and again.....
