Did this ever get resolved for the OP?

I also am having an issue with the V/R on a 128
Ammeter shows no charge when running.
Plus, I get a spark between the negative battery cable and ground cable when attaching it, with the the ignition switch disconnected.

I can swap this same battery, s/g and v/r into a 108 and everything runs and operates as it should.
Weird, huh??

Sounds like you have some sort of short into the 128 system. Time to dig out the Wiring Diagram and a DVM and do some testing.

Was thinking the same thing, Rolland.
Would a bad ammeter cause this issue?
The wire harness does not appear to have been butchered or messed with at all.
The V/R is a 4 post unit w/one "L" post that I left empty, there is no ground post, it grounds through one of the mounting tabs and I have the "gen" (blue) wire hooked to the battery side of the solenoid, (no blue wire going to the "A" post on the S/G) as per the wire diagram posted on this site.

I'll try running a new wire from the F terminal on the S/G direct to the F post and see if that helps. I just swapped in another S/G from a known good operating Cub and got the same results as before.

The current has to flow through the Amp meter. You should get a low resistance reading by checking with a DVM meter. Now this only checks continuity, and NOT movement. To check movement, you could move it to another know good source to check movement operation.

Wire the 128 EXACTLY as the Wiring Diagram indicates.

AS A TEST....
With all the devices disconnected from the Wiring Harness, you can take a DVM and connect the Black DVM lead to the Chassis Ground. With the Red DVM, you can test each individual wire in the harness. You have have NO readings (infinite resistance). If you do trace down the wire and repair/replace.
