If you want to pursue this I strongly recommend that you deal with a lawyer. Lot's of issues to deal with when it comes to dams. Army corps of engineers, EPA, all kinds of local and state regs. let alone the potential liability for down stream damages from a failure of the dam.

Uncle Sam has way too much input over every mudhole in this country. You are going to need to ask about rules before you attempt to fix anything if you ask me. I would call your local FSA office and local soil and water conservation office to see if there are any cost share programs to help fix the dam. Just make sure you REALLY want this pond back before you call any attention to yourself.

In the picture of drained "pond" it looks not deep enough to be anything but a breeding ground for frogs and mosquitos.

Sam and John hit this one right between the eyes. If it's anything like WI, the DNR get's involved and you could have yourself one big open can of worms. I delt with that clown act last year, so "IF" you pursue this get your ducks in a row first...
If there's water, it's what we call a "wet land" and that water can get pretty muddy if you know what I'm sayin'. To involved to get into the particulars...
