I can't give you raw data like % of increase in blade tip speed, HP required to drive 4" vs 5", nor can I give you personal experience from the upgrade. What I CAN give you is plenty of experience with the 5" pulley on the 44A deck. In my opinion (and based off of what I've read by guys that have done it), I'd say it would be beneficial if you cut wet, thick, or tall grass even somewhat regularly. At my current house, I used the 44A deck when I first moved in. For most of the yard, it did just fine; no complaints. But I have a couple areas that grow faster, thicker, and taller than the rest and in those areas, I would have liked a bit more from the deck (being driven by both a KT17 S1 & M18 so HP wasn't the issue) If you keep your yard trim, don't mow wet or anything like that, I wouldn't think there would be a need to upgrade.
That being said, I'm sure others will be along shortly to give some real world experience aka actual help

The IH-126393-C1 is the correct pulley for the QL tractors with a 44 inch deck.

Driving a 4" pulley with a 5" PTO would result in a 25% increase in speed, from 3600 rpm to 4500 rpm. Tip speed would increase proportionally.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.
MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
