Compression is too high for it to be a bad cylinder, unless it has a broken oil ring. Change the oil, run it a while and see if it goes away. Might clear up. If not, pull the head and rebuild it. With those compression numbers, it may only need valve seals. It's likely been overheated and killed the seals.
