So the axle wasn't broken. The bolt attaching the hub to the axle sheared. It was making a pretty obnoxious squeaking sound, which I thought was brakes. This is what I found. I welded up the elongated hole, drilled it out and put it back together. It runs much better now that I don't have to hold down the differential lock all the time.
