It looks like your "throttle adjustment bolt" is backed off way too much.

Also, word of caution: consult your owners manual and the engine technical manual before making any adjustments! That little bolt you are tinkering with can mean the difference between a 1000 max rpm and 5000 max rpm thus an exploding engine. Your best bet to get it right on since you've adjusted it thus far is to get a digital tach gauge and set it from there.
