That's correct, the dash lever won't move. It is stuck in neutral.
Someone definitely has messed around with the brakes. So much so, in fact, that they don't work. There is no resistance when pressing the pedal. However, the lever was returning to neutral when depressing the pedal prior to the issue occurring.

I assumed it was a valve issue, because when I engaged the valve previously the hydro static would start to whine - indicating that it was working. It doesn't make any noise now, whether the valve is up or down.

I'll take a look at the linkage, and report back.
