There's already fairly good autonomous driving systems out there without the V2V using cameras and radar type stuff to measure distance, speed and location. They work but not entirely accurate, especially at high speeds where everything happens very fast. This would be an enhancement in the sense that the vehicle in front of you could continuously transmit their exact speed, or a change in speed, or other information. Your vehicle could then act upon that data, by braking or accelerating or swerving out of the way if the lane next to you is clear. It could also prevent you from cutting someone off if the sensors detect another car accelerating next to you. Of course if someone is going to rearend you probably not much that can be done.

Like I said there's a lot of potential but it will take a while. If all vehicles had these systems there wouldn't be any car accidents, because you would have a complete picture of all other cars around you and what they're doing, and the ability to make millisecond decisions. There's always going to be resistance to change, some people still have flip phones and that's fine, works for them, but the vast majority has moved on. It will be the same with cars.
