I really can't answer your question of the wheels, I've seen with and without them.
My 38-A deck has the square holes to mount wheels but none on it either.
I would like to know if they should have them too.
I may be wrong in my assuming that the deck was made for several applications. and may not require wheels on my 108
It rides level and don't scalp so I guess it is correct.
You will need to get or make that other runner / skid.
