If the belt is the correct size, then I think it may be possible that this bracket (with the red arrow pointing to it) on your 149 is upside down. It should be like the one in the picture below. If it is turned upside down, then it is likely that your pto engagement linkage is a bit too low causing the interference. It is possible that someone took it off for a restore/whatever and put it on upside down. There is a roll pin that goes through that bracket to hold it on to the end of the pto engage handle. If yours is upside down, it would be an easy fix.
It wouldn't work if it we're on backwards. If it were backwards the it would be disengageed when the handle is forward and engaged when the handle is back, there's nothing to hold the handle in the forward position so the PTO would never shut off.
